Depends on the quality of your scouts.
Star rating should give you a good idea of their potential - but if you know attributes well enough you can make a judgement on them yourself. But the star rating will give you a perspective of how good they will be compared to the other players in your team.

then when i choose player for a particular role, i should look at his attributes instead of stars?
so star is just a reference for potential and comparisons?

Stars determine the player's current and potential ability based on your squad players only. it is good if u playing big clubs with many good players, as u can determine how he will become. But if u play with small teams, it is hard to know their potential, as it will only based on ur squad best player, who is normally average in term of quality and attributes.
