I'd suggest experimenting with the tactics, rather than downloading them. Just start out with a basic 4-4-2, go targetman & poacher and the rest as normal. Scout out your opponents and make slight alterations in what you'd think would help you against them for the match preperation. Watch games as much as you can, and make changes to counter things are going against you, i.e. if they are killing you on the wings, play wider, alter the instructions for your wingers and have your full backs play more defensively. Obviously this might nulify their threat going forward, so it all depends on how you want to play.
There are so many ways to play the game though, so just keep at it. Some people can create a tactic and they won't have to tweak it too much because it fits their team so well, or you have those that tinker between every match (something I do myself). Downloading tactics is rarely a quick fix for people, and tbh, it'd make the game really fucking boring if they were.
Keep at it.

It's your tactics.
Keep it simple at first. Go in-depth and look at the strengths of your squad, whilst taking feedback from your assistant to decide what formation you're going to use. If you have a good passing squad, play it short with a fast tempo. If you have speedy strikers, play it direct with advanced forwards and a target-man who runs onto the ball or if you have brilliant wingers focus your passing down the flanks, for example.
At this point it's not vital that you alter every single aspect of your tactic, just keep it simple, default, but most importantly, keep it relevant and in key with your squad. Focus on improving your home form too, away matches can be much more difficult.
